Revised status of universities: Adjusted

On September 28, 2025, a significant change is set to sweep through the higher education landscape in Kazakhstan with the implementation of the Decree for High-Quality Education. This decree, designed to meet international standards, aims to elevate the quality of education in the country.

The decree emphasizes the importance of effectively utilising scientific and pedagogical potential, educational infrastructure, and innovative educational technologies. This focus on modern methods and resources reflects a commitment to providing a contemporary and competitive education system.

In terms of staff remuneration, organisations with special status in higher and postgraduate education will see an increase in the base salaries of academic and administrative staff. These salaries will be boosted by a multiplier of 1.2, with a few exceptions. The Academy of State Management and the Academy of Justice have their multipliers determined by law. Interestingly, the National Defense University will see a more substantial increase, with a multiplier of 1.5.

However, there is still uncertainty about which organisations in Kazakhstan will hold special status in higher and postgraduate education as of September 28, 2025. This information has yet to be disclosed.

The decree also includes a provision for regular monitoring of higher education, science, technology, and innovation in the global academic space. This continuous observation will help ensure that Kazakhstan's education system remains relevant and competitive on the international stage.

Proposals from the Decree are submitted to the relevant authority for integration into the higher and postgraduate education system. This collaborative approach underscores the government's commitment to inclusive and comprehensive reform.
