In a recent development, the planned opening of new preschool spots in July has not been accomplished due to capacity limitations and funding restrictions. The On My Way Pre-K voucher program, for instance, has seen a significant reduction, limiting enrollment to only 2,500 children for the 2025-2026 school year. This reduction has curtailed the number of available spots compared to previous years.

The enrollment process for preschools is annually managed with stringent criteria, and when applications surpass capacity, waitlists are created based on priority policies. The Family and Social Services Administration (FSSA) has announced reductions rather than expansions in pre-K opportunities, which has restricted the number of children accommodated despite high demand.

School districts adhere to enrollment guidelines, prioritising children required by law and resident children turning four during the school year. However, transportation and additional resources are not provided, which may further constrain capacity.

The social sector, prepared to accommodate an additional 5,800 children, has shown readiness but has not received any new contacts from the Ministry of Education. Similarly, the private sector has only applied for 28 preschool classrooms, affecting fewer than 1,700 students.
