India's Offshore Security Committee Strengthens Coordination for Energy Security
The 137th meeting of the Offshore Security Coordination Committee (OSCC), chaired by the Indian Coast Guard, was held in New Delhi on June 12, 2025. The committee, established in 1978 to ensure the effective functioning of offshore security arrangements, placed special emphasis on strengthening coordination amongst agencies to address emerging challenges and ensure the security of offshore assets.
The meeting underscored the importance of energy security and the need to take all possible measures to ensure the security of offshore assets for their contribution to the nation's growth and independence. Enhancing joint responses to safeguard vital energy infrastructure was also a key focus. Representatives from various organizations including the Indian Navy, Indian Air Force, Ministry of Home Affairs, Ministry of External Affairs, Ministry of Petroleum and Natural Gas, Directorate General of Hydrocarbons, Intelligence Bureau, Directorate General of Shipping, ONGC, and state police forces from Gujarat, Maharashtra, and Andhra Pradesh attended the meeting.
The meeting aimed to review the preparedness and effectiveness of the security of India's offshore installations. The OSCC has contributed effectively in framing policies and providing guidance and resolution to Offshore Defence Area related issues.
Meanwhile, in a separate development, the Directorate General of Training (DGT) and Shell India have launched a Green Skills-focused electric vehicle (EV) training program. The program, which is progressing with the establishment of dedicated EV skill labs in selected Industrial Training Institutes (ITIs), aims to build a skilled workforce aligned with India's clean energy transition.
The program directly addresses the critical need for skilled technicians who can support the burgeoning EV market and related green technologies, thereby contributing to India's net-zero ambitions. By facilitating training in emerging areas such as electric vehicle technologies and renewable energy systems, the initiative supports the government's target to reduce carbon emissions and accelerate the adoption of cleaner transportation and energy solutions.
The DGT-Shell collaboration complements other government skill development schemes, such as the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), by integrating green skills that are vital for the country's sustainable economic growth. The focus on practical, hands-on EV training in ITIs enables a pipeline of skilled workers capable of supporting EV manufacturing, maintenance, and infrastructure development, which are crucial for the transition towards a low-carbon economy.
