Government workers in the central sector are required to finish courses under Mission Karamyogi as part of their yearly performance evaluation process.

In a significant move towards modernising and enhancing the capabilities of civil servants, the Union Cabinet approved the National Programme for Civil Services Capacity Building (NPCSCB), or Mission Karmayogi, in 2020. This initiative aims to instil a culture of continuous learning and assessment among Central government employees.

Starting from the reporting period 2025-26, the Comprehensive Assessment Framework will be implemented, integrating capacity building, training completion, and assessment into the existing performance appraisal system. The framework will be rolled out during the APAR cycle of 2026-27.

Key elements of the Comprehensive Assessment Framework include orientation workshops for heads of Capacity Building Units and cadre controlling officers, the identification and assignment of relevant courses as annual training targets, the integration of SPARROW and iGOT platforms, the creation of question banks for the Comprehensive Assessment, and the launch of assessments for employees at all levels.

By 31 July 2025, orientation workshops will be conducted for implementation officers to guide them on uploading Annual Targets for employees at each level. By 31 August 2025, Ministries/Departments and Cadre Controlling Authorities (CCAs) will identify and assign relevant courses on the iGOT Karmayogi portal as annual training targets, integrating these courses as the official “Training Plan” for each role/position. The integration of SPARROW and iGOT platforms to auto-fetch course completion status for mandated courses directly into the Annual Performance Appraisal Reports (APARs) is also expected to be completed by 31 August 2025.

By 15 October 2025, all Ministries/Departments and CCAs will create question banks for the Comprehensive Assessment. The assessments for employees at all levels will be launched on the iGOT platform by 15 November 2025.

From 31 March 2026, employees must complete at least 50% of the prescribed courses for the year and the Comprehensive Assessment. This applies to all Central Government employees and AIS officers, including those under Central Deputation.

The performance of every government servant is assessed annually through their APAR, which holds significant importance in their career. The successful completion of the assessment will be reported in the APAR by fetching relevant data from iGOT (Integrated Government Online Training). The status of course completion for mandated courses will be directly fetched from iGOT and reflected in the APARs from the reporting period 2025-26.

Mission Karmayogi also aims to lay the foundations for capacity building for Civil Servants, keeping them entrenched in Indian Culture and sensibilities while learning from the best institutions and practices across the world. Competency attainment will be evaluated through standalone assessments based on courses identified by Ministries, Departments, or Organisations for employees at each level.

For All India Services (IAS, IPS, IFS) and Central Secretariat Service officers not on central deputation, courses will be selected for each level up to 9 years, above 9 and up to 16 years, above 16 and up to 25 years, and 25 years and above of service. A minimum of six courses could be selected for each of the following levels: MTS (Multi-Tasking Staff), SO/ASO (Section Officer or Assistant Section Officer) & equivalent, US (Under Secretary) & equivalent, DS (Deputy Secretary)/Director, JS (Joint Secretary) and above.

  1. In the context of Mission Karmayogi, annual training targets for Central Government employees and AIS officers will be identified and assigned on the iGOT Karmayogi portal from 31 August 2025, transforming these courses into the official "Training Plan" for each role/position.
