To reinforce Essen schools as secure environments for education and living, the city council devised a plan during the recent meeting on June 26th. This plan will incorporate protective, structural, and technical strategies and offer suggestions for their execution.

The city of Essen has announced plans to create a safer learning environment for its students, following a significant increase in youth crime reports in schools across North Rhine-Westphalia (NRW). On June 26, 2024, the city council decided to develop a concept named 'School as a Safe Place.'

The concept aims to address the current situation in youth crime and build upon measures already initiated. It will outline preventive, structural, and technical measures for implementation, with a focus on fostering cooperative, prosocial behaviour among students.

Key areas for security measures include equipping doors with knobs that prevent direct access to rooms, providing window screening, and optimizing lighting. Structural and technical measures will also be part of the concept, although specific details are not yet available.

Preventive measures will focus on students and class units, with guided programs addressing personal and social issues. In secondary schools, students will be educated about the consequences of bullying and cyberbullying. A key preventive measure will be the formation of a new class unit.

Teachers will be available as contact persons in case of bullying and will act according to an agreed-upon action plan. Security-related measures that comply with all legal requirements will apply to both the operation and new construction of schools.

The city portal has also reported an increase in violent offenses by juveniles and young adults in the last five years. Violence has become a central issue in schools across NRW, with incidents of violence, particularly due to the carrying of knives, and violence in the digital realm increasing significantly in recent years.
