In response to a significant increase in violence in schools across North Rhine-Westphalia (NRW), the city council of Essen has decided to create a concept for making schools safe learning and living spaces. This initiative, dubbed the 'School as a Safe Place' concept, is being developed by the Ministry of Education, with preliminary work including research on school safety, consultations with experts, and pilot projects in selected schools.

The new approach emphasises a cooperative, pro-social learning environment, with a potential focus on class unit formations. This concept will outline and propose preventive, structural, and technical measures to address the issue.

Preventive measures will primarily focus on students and class units, with guided programs emphasising personal and social development. In secondary schools, these measures will also aim to make students aware of the consequences of bullying and cyberbullying.

Key areas for examination include equipping doors with knobs that prevent direct access to rooms, providing window shielding, and optimising lighting. These measures, along with others, are designed to enhance school security while complying with all legal requirements and applying to the operation and new construction of schools.

Structural and technical measures will be implemented within the framework of the city portal's crime prevention council. Teachers are to be available as contact persons in case of bullying and will act according to an agreed action plan.

The current youth crime report for NRW confirms the increase in delinquency in the school context. In the city portal, the number of violent offenses by juveniles and young adults has increased the most in the last five years.
